Transitional provision for establishing the Constitutional Court

During Yehodaya’s first year, the first constitutional qualifying examination will be held and all 11 judges will be elected simultaneously. To prevent every judge’s term from ending at the same time in the future, the judges elected in this first election will be ranked according to the number of votes they received in the referendum:

• The four elected judges receiving the fewest votes will serve abbreviated three-year terms.
• The four judges receiving the middle number of votes will serve abbreviated six-year terms.
• The three judges receiving the most votes will serve full nine-year terms.

Once these initial cohorts have been replaced, every subsequently elected judge will serve a full nine-year term, creating a natural and staggered system of judicial succession.
