Welfare, Social Services, and Security

  • Education and Healthcare - The Voucher Model: The state will fund an individual voucher for every citizen, guaranteeing basic services that meet standards established by the state. Citizens will be free to choose among private education providers, including preschools, schools, and universities, and private healthcare and health-insurance providers, including clinics, medical institutes, and hospitals. The government’s role will be limited to quality regulation, such as standardized examinations and healthcare standards.
  • Social Assistance and Negative Income Tax: Yehodaya will not be a welfare state. Alongside minimal in-kind assistance for people entirely unable to work because of illness or disability, a negative income tax will be introduced for those who work but earn less than the defined minimum-income threshold, calculated as a fixed proportion of the median wage. The negative tax will be automatic, calculated according to the individual’s percentage of full-time employment, and administered directly by the tax authorities.
  • Security: Compulsory national service, whether military or civilian, is both an existential necessity and a unifying social value. Sectoral and other exemptions will be prohibited. Internal and external security will be provided exclusively by the state.
  • Insurance: No national insurance institution will be established. Responsibility for personal insurance, including healthcare, pensions, and loss of earning capacity, will rest with the individual.
  • Pensions: The law will require monthly contributions to individual pension plans administered exclusively by private entities. Contributions will be deposited in personal accounts owned by the contributor, under a capitalization model. There will be no funds based on future generations financing the current generation. The state will not issue designated government bonds to pension funds and will limit its role to regulation and supervision.
