Public Constitutional Question Bank

The constitutional qualifying examination will not be written by a human committee exercising variable discretion.
Examination questions will be drawn at random from a public constitutional question bank: a transparent, technologically maintained and updated repository open to public scrutiny and containing thousands of scenarios, case studies, and questions.
The questions in the repository will be exclusively objective, logical, and analytical.
The examination will test deductive reasoning, rigorous textual analysis, and the direct application of the Bill of Rights and the Constitution to edge cases.
The examination will contain no open-ended questions, philosophical essays, or questions requiring the expression of a subjective opinion.

The constitutional qualifying examination will be held once every three years or whenever a judicial seat becomes unexpectedly vacant.
The examination will be administered and graded in complete anonymity.
Candidates will be assigned examination numbers, and their identities will remain confidential throughout the examination and grading process until the final results are published.
Grading will be conducted technologically or through a double-blind system designed to eliminate any possibility of human bias or candidate identification.

Once grading has been completed and anonymity lifted, all examinees will be ranked according to their objective scores.
For every vacant seat on the Constitutional Court, the three candidates receiving the highest scores on the current qualifying examination will advance to the referendum stage.
If an exact tie prevents a conclusive ranking, the number of candidates advancing will be expanded accordingly.
Advancement will be automatic and absolute. No administrative, judicial, or legislative authority may disqualify a candidate who has satisfied the eligibility requirements and obtained the required score.
A qualifying-examination score will remain valid only for the referendum immediately following that examination.
Once the final referendum results have been published, all examination scores will expire completely. Scores, rankings, and rights of advancement may not be carried forward between election cycles.
A candidate wishing to participate in a future election must take the qualifying examination again.

The final candidates, having qualified through their objective excellence, will stand for election in a direct referendum.
Before the referendum, public hearings and debates will be held in which candidates will present their constitutional philosophy and commitment to the Bill of Rights.
The candidates receiving the highest numbers of votes, corresponding to the number of vacant seats, will be appointed as judges of the Constitutional Court.
If a judge is compelled to leave office before completing the term, a special election will be held to fill the seat for a full term.
